AND THE
BOARD OF DIRECTORS OF
THE VIRGINIA COMMONWEALTH UNIVERSITY
HEALTH SYSTEM AUTHORITY
Thursday, May 20, 2004
A Joint Meeting of the Board of Visitors of Virginia Commonwealth University and
Board of Directors of the Virginia Commonwealth University Health System Authority, with
each meeting separately in accordance with applicable provisions of law, was held on Thursday,
May 20, 2004, in the Richmond Salons located on the second floor of the University Student
Commons at 907 Floyd Avenue.
Members of the Board of Visitors in attendance were Drs. Perkinson (Rector), Bersoff,
Doswell, Romano, and Shapiro; Messrs. Rigsby, Robertson, Rosenthal, and Thompson; and
Mesdames Petera, Rhodes and Riddick. Messrs. Axselle, Baldacci, Pyon and Slater were absent.
Members of the VCU Health System Board of Directors in attendance were Drs. Trani (President
and Chair), Buckley, Cardea, Fulcher, Retchin, and Romano; Senator Lambert; Delegates
0' Bannon and Dwight Jones; Messrs. Rigsby, Rosenthal, Teefey, and Thompson; and Mrs.
Petera. Drs. Long, Merrell, Rossiter and Ward; Delegate Chris Jones, Senator Bolling; and Mr.
Markel were absent. Also present were Drs. Clark, Laver, McDavis, Newsome, Seeds,
Silverman, and Vetrovec; Messrs. Bunce, Gehring, Irigaray, Ohlinger, Puleo, Ross, Timmreck
and Wyeth; and Mesdames Balmer, Lepley, Messmer, Reed, and Turner. Ms. Tammie Smith of
the Richmond Times-Dispatch was present.
Dr. Trani called the joint meeting to order and welcomed members of the press.
Dr. Trani offered congratulations to both Dr. Roderick McDavis, University Provost and Vice
President for Academic Affairs and to Dr. Heber "Dickie" Newsome, Dean of the VCU School of
Medicine. Dr. McDavis has resigned to assume the role of President of Ohio University in
Athens, Ohio. Dr. Newsome will be retiring in June 2005 as Dean of the VCU School of
Medicine. Dr. Newsome has had an outstanding career at VCU for the past 42 years.
On motion made and seconded, the Minutes of a Joint Meeting held May 15, 2003, were
approved.
An update of the Master Site Plan was presented. The Master Site Plan has been
presented to 38 different groups representing faculty, staff, students, foundations, neighbors, civic
groups, and state and city representatives. Each time the presentation has been given, minor
refinements have been made based on the feedback and comments that were received. The
Master Site Plan has nine broad themes: 1) Impact of Growth in Student Enrollment, 2) Impact of
Changes in Student Profile, 3) Impact of Growth On-campus Housing/Resident Population,
4) Impact of Growth in Funded Research, 5) Academic Space for the Health Sciences,
6) Coordination of Major Initiatives, 7) "Collegiate Community": Student Engagement and the
Campus Environment, 8) Monroe Park, and 9) Strategic Growth Issues.
The State of the University and the State of the VCU Health System were presented for
information.
The meeting was adjourned at 8:15 p.m.
