MINUTES OF A JOINT MEETING OF THE BOARD OF VISITORS OF
VIRGINIA COMMONWEALTH UNIVERSITY AND THE
BOARD OF DIRECTORS OF THE
VIRGINIA COMMONWEALTH UNIVERSITY
HEALTH SYSTEM AUTHORITY
May 30, 2002
A joint meeting of the Board of Visitors of Virginia Commonwealth University and
the Board of Directors of the Virginia Commonwealth University Health System
Authority, with each meeting separately in accordance with applicable provisions of law,
was held on Thursday, May 30, 2002, at 12:30 p.m. in the Founder's Room of the Stuart
C. Siegel Center located at 1200 West Broad Street.
Members of the Board of Visitors present were Drs. Perkinson (Vice Rector),
Long, Smith and Wootton; Messrs. Gresham, Markel, Pyon and Rigsby; and Mesdames
McMichael and Riddick. Messrs. Axselle, Baldacci, Flippen, Plymale and Slater; and
Mrs. Petera were absent. Members of the VCU Health System Board of Directors
present were Drs. Trani (President and Chair), Cardea, Dalton, Holland, Kontos, Long,
Merrell, Nettleman, Perkinson, Rossiter, Smith, Ward, and Wootton; Mr. Forrest; and
Senator Lambert. Absent were Drs. Buckley and White; Messrs. Flippen and Thomson;
and Delegates Hall and Jones. Also present were Drs. Huff, McDavis, Newsome,
Retchin and Torr; Messrs. Bunce, Gehring, Irigaray, Puleo and Ross; and Mesdames
Balmer, Carnes, Chinnici, Messmer and Reed.
Dr. Trani called the meeting to order and expressed appreciation to the retiring
members of the Board of Visitors and the VCU Health System Board of Directors for the
years of service to the Boards.

On motion made and seconded, the Minutes of a Meeting held June 7, 2001
were approved.
The State of the University was presented. The reported included an overview of
the 2002-2004 VCU budget, an outline of the major actions of the 2002 session of the
General Assembly, the University's financial focus for the future and operating budget
strategic initiatives, as well as the Presidential priorities. Recent initiatives including the
VCU Life Sciences curriculum, the Rice Center, and public education efforts were
reviewed, as well as the VCU-Inova School of Medicine in Northern Virginia, VCU-
Qatar, and VCU's involvement in the ICIC/CEOs for Cities.
The State of the VCU Health System was presented. The report detailed the
operating statistics of the past 10 months, the FY 2003 budget summary, VCUHS
integration, capital construction projects, indigent care support, and Virginia
Coordinated Care for the uninsured.
The Virginia Commonwealth University Health System Budget for Fiscal Year
2003 and the VCU Health System Financial Improvement Plan were presented for
information.
An Update on Research at VCU was presented. NIH and federal funding has
increased during the current year, with grant awards up from 2001. A report on the First
Annual Research Banquet, research space and the newly created research website
was also presented for information.
