MINUTES OF A SPECIAL MEETING OF THE BOARD OF VISITORS
OF VIRGINIA COMMONWEALTH UNIVERSITY
November 14, 1984
A special meeting of the Board of Visitors of Virginia Commonwealth
University was held on Wednesday, November 14, 1984, at 5:30 p.m. in
the University Meeting Center.
Present were Mesdames Abady, Bemiss and Thalhimer; Messrs. Farin-
holt, Lipman, Reynolds and Smith; and Dr. Nemuth. Absent were Messrs.
Allen, Berry, Grey, Ludeman and Morris; Drs. Gayle and Moore; and Mrs.
Whittemore. Also present were Drs. Ackell, Connell and Hall; Mr.
Bruegman and Mrs. Price. Mr. Randy Merrick, student representative to
the Board, was also present. Representatives from the School of Educa-
tion included Dr. Charles P. Ruch, Dean, Dr. William Bost, Dr. Rosemary
Caffarella, Dr. Alan McLeod, Dr. John Oehler, Dr. Daisy Reed, Dr.
Rizpah Welch and Dr. Gaynelle Whitlock.
Mr. Smith called the meeting to order and introduced Mr. Randy
Merrick, a senior medical student, who is serving as student represen-
tative to the Board of Visitors.
Dr. Ackell introduced Dr. Charles P. Ruch, Dean of the School of
Education. He stated that the School is accredited by both the State
and national accrediting agencies. Only four out of ten Schools of
Education hold national accreditation. VCU's School of Education has
seventy-three faculty positions, eleven of which are grant funded.
Ninety-two percent of the faculty hold doctorate degrees and the aver-
age faculty member has six years experience in public schools and
eleven years in higher education.

Students in the School must have a 2.2 grade point average, pass
two proficiency exams and take courses in prescribed programs. In
clinical teacher education, students must maintain a 2.2 grade point
average and must have a 2.7 grade point average in their specializa-
tion. Ninety-five percent of the School's 1984 graduates passed all
four parts of the National Teachers' Exam. Statistics for the 1983
graduates include:

In addition to the Master's degrees, the School also offers the
Ph.D. in Urban Services which is an interdisciplinary program with
Humanities and Sciences, Business, Community and Public Affairs and
Social Work.
