MINUTES OF A SPECIAL MEETING OF THE BOARD OF VISITORS
OF VIRGINIA COMMONWEALTH UNIVERSITY
September 29, 1981
A special meeting of the Board of Visitors was held on Tuesday, September 29,
1981, at 9:00 a.m. in the Conference Room at 910 West Franklin Street to hear a
presentation on the budget process.
Present were Messrs. Craigie, Grey, Ludeman and Smith; and Drs. Coleman, Gayle
and Nemuth. Absent were Messrs. Balfour, Cotten and Wyatt; Drs. Butt and Johnson;
and Mesdames Bemiss, Fewell, Thalhimer and Whittemore. Also present were Dr. Ackell;
Messrs. Bruegman, Cribbs, Guerdon and Shrock; Miss Cosby and Mrs. Price.
Mr. Ludeman called the meeting to order and indicated that the purpose of the
meeting was to give members of the Board a clearer understanding of VCU's budget
process.
Mr. Bruegman, Mr. Cribbs and Mr. Shrock made a presentation which highlighted
the following major areas:
Budget Overview
Setting Goals and Priorities
Allocation of Funds by State
Allocation of Funds Within University
Allocation of Funds Within Hospital
Budget Administration
A detailed presentation and discussion followed on each of these major topics.
Board members attending the meeting were provided a briefing notebook containing de-
tailed documentation describing the budget process.
Mr. Ludeman suggested that the page entitled "1982-84 State Biennial Budget
Preparation Calendar" be included in the orientation materials for new Board mem-
bers. He also suggested that this timetable be included when future budget presenta-
tions are made to the Board.
Mr. Ludeman requested that the "Management Briefing Notebook" be used as the
topic for a Wednesday evening Board meeting.
The meeting was adjourned at 12 noon.
