MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF THE
BOARD OF VISITORS OF VIRGINIA COMMONWEALTH UNIVERSITY
February 13, 1980
A special meeting of the Executive Committee of the Board of Visitors of
Virginia Commonwealth University was held on Wednesday, February 13, 1980, at
10 a.m. in the Conference Room at 910 West Franklin Street.
Present were Drs. Blanton and Nemuth; Messrs. Grey, Seaborn and Shumate;
and Mesdames Bemiss and Satterfield. Also present were Dr. Ackell; Messrs.
Bruegman, Cribbs, Edwards, Guerdon and Ware; Miss Cosby and Mrs. Price.
Dr. Blanton called the meeting to order and Dr. Ackell outlined the problems
we have encountered with our biennial budget request. He stated that the General
Assembly House Subcommittee on Higher Education is recommending a budget below
the amount recommended by the Governor. This is especially critical because the
Governor's budget was not adequate and VCU had been seeking legislative amendments
to correct the inequities caused by the Governor's original target budgeting process. Dr. Ackell reported that when the House Appropriations Subcommittee met over

the weekend, they used revised enrollment figures to determine institutional
appropriations rather than the figures used in the target budget process. Since
VCU was one of several institutions to revise their enrollments downward last
November, we lost approximately $4.9 million. The loss of this amount could be
sustained if the amount appropriated for basic operating support had been in-
creased to a more equitable level. Even though the House Subcommittee recommended
increased amounts for faculty salaries and basic operating support, VCU's E & G
General Funds' budget is now $2.6 million below the Governor's recommendation.
Dr. Blanton suggested that the members of the Executive Committee call Dr.
Ackell to give him any suggestions that they might have on this situation.
