MINUTES OF A SPECIAL MEETING OF THE EXECUTIVE COMMITTEE
OF THE BOARD OF VISITORS OF VIRGINIA COMMONWEALTH UNIVERSITY
June 20, 1978
A special meeting of the Executive Committee of the Board of Visitors
of Virginia Commonwealth University was held on Tuesday, June 20, 1978, at
9:00 a.m. in the Conference Room at 910 West Franklin Street.
Present were Drs. Blanton and Gwathmey; Messrs. Dabney, Grey and Shumate.
Messrs. Obenshain and Scott were absent. Also present were Drs. Ackell, Beller,
Brooke and Willett; Miss Cosby and Mrs. Price.
Dr. Ackell presented a proposal concerning VCU joining the Sun Belt
Conference. This conference is very interested in having VCU as a member.
Next year, members of the ECAC will not qualify automatically for NCAA bids.
Belonging to such a conference will give VCU good television exposure. Other
teams that belong to this conference are the University of South Florida,
University of South Alabama, University of North Carolina-Charlotte, Uni-
versity of Jacksonville, University of New Orleans, Georgia State University
and the University of Alabama-Birmingham. The Executive Committee gave the
President approval to proceed pending approval of a funding project by the
entire Board when it next meets.
On majority vote of the Executive Committee, an executive session was
held.
Drs. Vasile and Young and Messrs. Carter and Rice joined the meeting
after the executive session to present a proposed rate increase and the MCVH
operating budget. Following a discussion, on motion made and seconded, the
proposed hospital rate increase was unanimously approved. The hospital budget
will be presented to the Board at its next regular meeting.

Dr. Brooke presented the proposal for acquiring the Mosque parking
lots from the City of Richmond. He brought the Committee up to date on
events leading up to his letter to City Manager Leidinger which sets forth
the tentative agreement reached by the City and the University. This agree-
ment calls for the City to deed to VCU the "Eastern Mosque Parking Lot"
(bounded by Cherry, Main and Laurel Streets and the alley). The "Western
Mosque Parking Lot" (that is, the parking lot bounded by Cherry, Main and
Linden Streets and the alley) will likewise be deeded to VCU as soon as
possible. However, this lot is subject to reversion to the City, in the
event that the University has not, by July 1, 1981, actually commenced
construction of a second parking deck on this lot or at some other location
mutually acceptable to the City and University. The July 1, 1981, date may
be extended by the City, if the City is satisfied that the University will
actually commence construction of this second parking structure by a date
acceptable to the City. In addition, VCU agrees to make 330 parking spaces
available for Mosque events at a reasonable rate. The Executive Committee
approved the agreement pending formal approval by the Board.
The meeting was adjourned at 11:30 a.m.
