MINUTES OF A SPECIAL MEETING OF THE BOARD OF VISITORS
OF VIRGINIA COMMONWEALTH UNIVERSITY
July 20, 1977
A special meeting of the Board of Visitors of Virginia
Commonwealth University was held on Wednesday, July 20, 1977,
at 6:00 p.m. in the 910 West Franklin Street Conference Room.
Present were Drs. Blanton and Gayle; Messrs. Dabney, Grey;
Norris, Obenshain and Shumate; and. Mesdames Satterfield, Stone
and Thalhimer. Absent were Dr. Gwathmey and Messrs. Bliley,
McGehee, Scott and Seaborn. Also present were Drs. Heller,
Brooke, Hall, Neal, Willett. and Woods; Messrs. Holmes and Ross;
Miss Cosby and Mrs. Price.
Following dinner, Dr. James E. Kennedy, Dean of the School
of Dentistry, presented a report dealing with dental licensure
examinations. Dr. Kennedy reported that, on the National Boards,
the 1976 MCV failure rate for Part 1 (Basic Sciences) was 2.83
percent, while the national average was 7.61 percent. The 1976
MCV failure rate for Part 2 (Clinical Sciences) of the National
Boards was 1.03 percent, while the national average was 7.62
percent. Dr. Kennedy also reported that the Virginia Board of
Dentistry now administers its examination through the Southern
Regional Testing Agency. This is the first year that complete
figures have been available from the Southern Regional Testing
Agency.
Dr. Neal introduced Mr. Peter L. Michel, Bond Counsel repre-
senting the Commonwealth of Virginia for the MCV Hospital project

Mr. Michel distributed a draft of the bond resolution which mem-
bers of the Board will be asked to approve in September. Mr.
Michel then discussed the major points of the resolution.
Mr. Norris presented the preliminary report of the Student
Affairs Committee. He stated that his Committee had not had an
opportunity to meet and discuss the latest draft of the Student
Affairs report. It is hoped that the report can be presented at
the special meeting of the Board in August.
On majority vote of the Board, an Executive Session was held.
Following this session, on motion made and seconded, the salaries
of the deans and other administrative salaries for 1977-78 were
unanimously approved.
The meeting was adjourned at 9:30 p.m.
