MINUTES OF A SPECIAL MEETING OF THE EXECUTIVE COMMITTEE
AND THE PROPERTY COMMITTEE OF THE BOARD OF VISITORS
December 22, 1976
A joint meeting of the Property Committee and the Executive
Committee of the Board of Visitors of Virginia Commonwealth
University was held on Wednesday, December 22, 1976, at 8:00 a.m.
in the Sanger Hall Board Room.
Present were Dr. Blanton and Mrs. Satterfield; and Messrs.
Dabney, Norris, Obenshain, Scott and Shumate. Also present
were Drs. Brooke, Neal, Temple and Vasile; Messrs. Holmes, Kidd,
Lonchar and Saksen and Miss Cosby.
Dr. Neal presented a proposal to lease the old City Hall
building from the City of Richmond. He stated that the lease
would be desirable because many offices will be displaced by the
renovation and construction of the new hospital. The old City
Hall has about 70,000 usable square feet which the City would
rent to the University at $2.86 per usable square foot.
addition, MCV/VCU would have to pay for utilities, cleaning and
repairs. Dr. Neal indicated that very few renovations would be
required -- only office partitions.
When asked whether the University ultimately plans to buy
the City Hall, Dr. Neal responded that we did not. However,
we are looking for Federal monies to renovate it. It would be
good for the University to help preserve an historic building.
Dr. Neal indicated that the money is available to pay the
rental of $200,000 per year on the five-year lease and for the
move of the offices.

On motion made and seconded, the proposal to lease the
old City Hall was unanimously approved.
Dr. Temple indicated that all Board members would be
notified immediately of the proposal to lease the old City
Hall building.
Dr. Neal presented a proposal to purchase the Richmond
Eye Hospital at a cost of $1,246,500. Dr. Neal indicated
that the Bank of Virginia will move from the Nelson Clinic to
the Eye Hospital. The Eye Hospital will be used for psychiatric
patients but not for general-medical surgery. The building
could also be used for alcoholics and drug abuse patients. The
University will have to install jump-proof screens.
On motion made and seconded, the proposal to purchase the
Richmond Eye Hospital was unanimously approved.
Mr. Ron Wilson, a landscape architect, presented the Land-
scaping Proposal for the Academic Campus. It was felt that this
plan will add to the attractiveness and unity of the campus.
Some funding may be possible through federal grants for employing
inner-city youth.
It was reported that the signage program was progressing.
In the next two to three weeks, all the signs should be installed.
