It is recommended that the following actions concerning faculty positions
and appointments be approved by the Board of Visitors:

Willis J. Pardoe, Associate Professor of Business (Accounting); 10-month contract;

Dr. Farley's appointment was approved by the RPI Executive Committee of the Board of

the appointing authorities committed the University to increase his salary by $300
when the Ph.D. degree was conferred upon him. He received the degree in August, 1968;
therefore, this is a request for approval of the increase and revision of his contract.

Since our last conversation, conferences have

LEIGH STREET EXTENSION
The Advisory Board of the Medical College of Virginia, Health Sciences
Division of Virginia Commonwealth University, recommended to the Executive
Committee of this Board certain conditions relating to the extension of Leigh
Street eastwardly from 10th Street across property owned by the Medical
College of Virginia, Health Sciences Division.
The Executive Committee considered this recommendation and voted its
concurrence. It is hereby presented to this Board for its final approval.
Essentially, the extension of Leigh Street from 10th Street eastwardly
across property of the Department of Mental Hygiene and Hospitals and the
Medical College of Virginia will be depressed and covered over with slab sufficient
in depth to permit a land fill and landscaping above the top of the tunnel.
Mr. Carter O. Lowance, Commissioner of Administration in the Governor's Office,
has suggested that the state agencies involved make their land available to the
City of Richmond for the purpose of extending Leigh Street without charge to
the city under the following conditions:
1. The Department of Mental Hygiene and Hospitals would be
reimbursed for the estimated cost of demolition and replacement
of 60 feet of the west wing and 48 feet of the east wing of the
Virginia Child Treatment Center. It is estimated that this cost
would be between $750,000 and $1,000,000.
2. Assuming the right-of-way is provided the city without cost
as aforementioned, the State Highway Department estimates
that the depressed section of the Leigh Street extension
between 8th Street and the eastern end of the tunnel would cost
approximately $1,700,000.
3. That 10th and 11th Streets shall be projected across the top
of the tunnel section of Leigh Street.
4. That the affected state agencies will retain all air rights and
rights-of-way conveyed to the City of Richmond for the purpose
of constructing buildings above the tunnel section (and below
the Viaduct should the ultimate plans involve Viaduct on property
conveyed by the Commonwealth) and : utilization of that surface area of the tunnel section not involved with cross streets or
building construction for play and recreation areas for state
agencies.
5. That the overall agreement would be consummated sufficiently
in advance of the construction of tunnel and extension of Leigh
Street so as to allow for construction of replacement facilities
at the Virginia Child Treatment Center prior to the demolition
of the two wings.
It should be recalled that the Division of Health Sciences has been
negotiating with the Veterans Administration to relocate the McGuire Veterans
Hospital on a site provided by this Division. The proposed site will be
affected by the extension of Leigh Street as described herewith. However, it
is felt that by shifting the location of the Veterans Administration Hospital
northwardly to obtain the same amount of acreage, this will be acceptable.
Therefore, it is assumed that the extension of Leigh Street as described herein
would not preclude the relocation of McGuire Veterans Hospital on the campus
of the Division of Health Sciences.
