MINUTES OF A SPECIAL MEETING OF THE EXECUTIVE COMMITTEE OF
THE BOARD OF VISITORS OF VIRGINIA COMMONWEALTH UNIVERSITY
HELD ON SEPTEMBER 10, 1968
A special meeting of the Executive Committee of the Board of
Visitors of Virginia Commonwealth University was held on the 10th day
of September, 1968 at 9:30 o'clock in the forenoon at 910 West
Franklin Street in the City of Richmond, Virginia, pursuant to due
notice.
Present were all of the members of the Committee except Mr.
Wilson.
Mr. Wayne served as Chairman of the meeting and Mr. Brent as
Secretary thereof.
The Chairman then stated that the Virginia Council for
Higher Education had applied to the United States Commissioner of
Education for a grant for comprehensive facilities planning to
determine the construction needs of institutions of higher learning
who were interested in participating in the program. He stated
that in view of the present position of the University, it seemed
to him highly desirable for interest to be indicated; whereupon,
a discussion followed after which on motion duly made, seconded and
unanimously carried, the Rector was authorized to write to the
Council in order to express the interest of the University in
participating in the program. The Rector stated that he would
immediately undertake to write an appropriate letter.
Mr. Brent then stated that Mr. Holmes had referred to him a
proposed agreement between the United States of America and the
University in connection with off-duty academic instruction for
military personnel. He explained that the agreement covered the
academic year 1968-1969, and that a similar agreement had been
entered into each year over a period of many years. He laid the
proposed agreement before the meeting and after discussion thereof,
on motion duly made, seconded and unanimously carried, the agreement
was approved and the Comptroller of the General Academic Division
authorized to execute the same on behalf of the University, as well
as similar agreements containing substantially the same terms and
conditions in future years.
There being no further business to come before the meeting,
the same on motion duly made, seconded and unanimously carried,
adjourned.
