Meeting of the Board of Visitors of
Virginia Commonwealth University
Minutes
A meeting of the Board of Visitors of Virginia Commonwealth University was held on
Thursday, April 29, 2010, at 9 a.m. in the University Meeting Center located at 101 North
Harrison Street.
The meeting was called to order. Board members present were Mesdames Rhodes
(Rector) and Lambert; Messrs. Hurtado, Jackson, Jones, Rosenthal and Snead; and Drs.
Bersoff, Doswell and Romano. Drs. Broaddus and Shapiro; and Messrs. McCandlish,
Robertson and Siegel were absent. Also present were Drs. Rao, Corey, Macrina,
Moriarty, Retchin, Sarrett and Warren; Messrs. Bennett, Bunce, Gehring, Morse, Ream,
Ross, Turnage and Wyeth; and Mesdames Atkinson, Balmer, Currey, Honsharuk, Lepley
and Taylor.
The Nondiscrimination Resolution was presented. On motion made and seconded, the
Board approved the Nondiscrimination Resolution.
The Senior Vice President for Finance and Administration presented a report on
Navigating State Budget Cuts and the Loss of Federal Stimulus Funding. The Proposed
Tuition and Fees for 2010-11 were also presented. The in-state tuition and mandatory
fees for in-state undergraduate students will be $8,817, an increase of $1,700. The non-resident
undergraduates will pay $21,949, a $1,200 increase. The out-of-state rate
includes the annual capital outlay fee mandated by the state General Assembly to offset
the cost of state debt service paid for academic buildings. The average annual cost for
university housing and meal plans will increase $191 to $8,526. (The rate is
representative of system rates. Student housing and dining plan rates vary.) Student
financial aid will be increased substantially and targeted for students with the most need.
Federal stimulus funding available for the 2010-2011 academic year will be used to
support the increase in financial aid. In addition to the in-state and out-of state
undergraduate and graduate tuition and fees and the housing and meal plans, the Board
adopted tuition and fees for the first professionals as well as school specific tuition and
fees. On motion made and seconded, the Board approved the Proposed Tuition and Fees
for 2010-11.
On motion made and seconded, the Board convened into closed session to discuss certain
personnel matters involving the performance of identifiable employees or faculty of
VCU, and to discuss the evaluation of performance of departments or schools of VCU
